STATE LABOR RELATIONS BOARD

Appointed by Governor with Senate advice & consent to 6-year terms:

Laird D. Patterson, Esq., 2010; LeRoy A. Wilkison, 2013; Edward J. Gutman, 2016; Susie C. Jablinske, 2018; Sherry L. Mason, 2018.


In 1999, the State Labor Relations Board was created within the Department of Budget and Management (Chapter 298, Acts of 1999). The Board reformed as an independent agency in July 2006 (Chapter 62, Acts of 2006). The Board resolves disputes arising from the interpretation of contracts negotiated between the State and the elected exclusive representatives of State employees.

The Board consists of five members who are appointed to six-year terms by the Governor with Senate advice and consent. The Executive Director is appointed jointly by the State Labor Relations Board, and the State Higher Education Labor Relations Board (Code State Personnel & Pensions Article, secs. 3-201 through 3-209).
