Served in U.S. Army Infantry. Employed by Maryland State Police, 1960-84. 1st Vice-President, Maryland Association of Counties, 2013- (board of directors, 2008-; legislative committee, 2011-; tax subcommittee, 2011-; secretary, 2011; 2nd vice-president, 2012).
