Today, the Department of Health and Human Services, under direction of the Director, provides public health services and administers and enforces State and local health laws and regulations within Montgomery County. Programs meet the public health needs of the community and provide services not offered by the private sector (Code Health-General Article, secs. 3-101 through 3-202; County Code, sec. 2-42A).
Appointed by the Secretary of Health and Mental Hygiene, the Director is the executive officer and secretary of the County Commission on Health (Code Health-General Article, secs. 3-301 through 3-310).
COMMISSION ON HEALTH
DRUG & ALCOHOL ABUSE COUNCIL
The Commission on Health consists of twenty-one members. Nineteen are appointed by the County Executive with County Council consent. Two serve ex officio (County Charter, secs. 24-22 through 24-27).
In Montgomery County, the Drug and Alcohol Abuse Council is known as the Alcohol and Other Drug Abuse Advisory Council. The Council was authorized in 2004 (Chapters 237 & 238, Acts of 2004; Code Health-General Article, sec. 8-1001; County Charter, secs. 24-41 through 24-43). The Council develops, submits to the Governor, and implements plans and strategies with which to evaluate, prevent, and treat alcohol and drug abuse in Montgomery County.
