Born in 1947. Attended Catonsville Community College; University of Maryland University College. Former Howard County police detective. Member, Maryland Sheriffs' Association, 2006-. Vice-President, Maryland Sheriffs' Institute, 2010- (executive board). President, Howard County Police Officers' Association, Local no. 86, 1993-95, 1999-2006; Fraternal Order of Police Lodge no. 21.
