The Department operates through four divisions: Construction Management, Environmental Services, Highways and Water Resources, and Water and Sewer.
Appointed by County Executive with County Council consent, Board members serve terms coterminus with the County Executive (County Charter, sec. 408; County Code, secs. 9-71 through 9-74).

Under the Division, the Materials and Testing Laboratory inspects and tests for quality control all construction materials used on County construction projects

The Construction Management Division manages and constructs capital projects, and is responsible for stormwater management and sediment control (County Code, secs. 214-1 through 214-49).
The Environmental Services Division oversees solid waste, including landfills and recycling (County Code, secs. 109-1 through 109-24).
The Highways and Water Resources Division constructs and maintains County roads, bridges, and related structures, and is responsible for traffic safety, and water resources management.
The Water and Sewer Division manages water and wastewater treatment plants.
