ORIGIN & FUNCTIONS


DEPARTMENT OF CORRECTIONS
[DETENTION CENTER]

Built at Pig Point (now Denton) in 1797, the first County Jail originally was overseen and maintained by the Sheriff. All County prison functions were the responsibility of the Sheriff from that time until the creation of the new Detention Center in 1995, when oversight of the Detention Center transferred to the newly created Department of Corrections.

Inmate care and education are overseen by the Department, which also supervises inmate transfers coordinated through the arresting agency. Work release details, pre-release programs, and parole also are supervised by the Department (County Code, secs. 23-1 through 23-5).


DEPARTMENT OF EMERGENCY SERVICES

Responsible for emergency planning, preparation, response and mitigation, the Department of Emergency Services oversees local and independent emergency response agencies. During disasters, the Department coordinates federal, State, local and independent agencies. In addition, the Department of Emergency Services maintains the County's emergency call center, which receives 911 and interagency emergency communications, and coordinates units for best response. Public education programs also are offered to the community through the Department.

Appointed by the Governor, the Director of Emergency Services oversees Communications, the Emergency Medical Services Division, and Emergency Planning and Risk Management.

EMERGENCY PLANNING & RISK MANAGEMENT
Within the Department, Emergency Planning and Risk Management develops the County's emergency response plans, and advises fire and emergency medical service providers operating in the County (Code Public Safety Article, secs. 14-109 through 14-113). For the County, the Department manages the risk management program that includes workplace safety, workers' compensation, and liability and insurance plans.


FIRE MARSHAL

For the Upper Eastern Region of Maryland (Calvert, Charles, & Queen Anne’s counties), the Deputy State Fire Marshal serves as an assistant to the State Fire Marshal, and is responsible for the investigation and enforcement of laws regarding arson, fire prevention, the installation and maintenance of fire detection and extinguisher equipment, the availability and adequacy of fire exits at public and commercial establishments, and the storage, sale or use of explosives and combustibles (Code Public Safety Article, sec. 6-305).

The Deputy State Fire Marshal is appointed by the State Fire Marshal (Code Public Safety Article, sec. 6-303).
