Created in July 2009 in response to the burning death of a dog named Phoenix, the Mayor's Anti-Animal Abuse Task Force was to make recommendations on ending animal cruelty and dogfighting in Baltimore City.

In its final report of July 30, 2010, the Task Force recommended the creation of a commission to carry on its work.
