Appointed by the Governor, the Board's three members serve two-year terms. The Governor names the chair (Code 1957, Art. 2B, sec. 15-101).
Under the Department are the Environmental Programs and Infrastructure Inspections Division, and the Permit Application Center. Assisting the Department are the Amusement License Commission, the Board of Electrical Examiners, and the Plumbing Commission.
ENVIRONMENTAL PROGRAMS & INFRASTRUCTURE INSPECTIONS DIVISION
Under the Division are three units: Code Compliance; Inspection Services; and Zoning Enforcement.
PERMIT APPLICATION CENTER
The Permit Application Center accepts applications for building, grading, trade and subdivision permits. Licenses required to professionally perform permitted actions also are issued through the Center.
Reporting to the Center are four units: Building Plan Review; Commercial Licensing; Permit Intake; and Site Review and Agreements.

Permit inspections related to landscape grading, stormwater management, and infrastructure are conducted by the Environmental Programs and Infrastructure Inspections Division. The Division also investigates complaints of unauthorized work done on grading, and vegetation removal.
In Anne Arundel County, permits are required for building construction, and most permanent or temporary structures, such as fences, and swimming pools. Many repairs may also require permits.
COMMERCIAL LICENSING DIVISION
Licensure for taxicabs, building trades (electrical, plumbing, mechanical, etc), and amusement and fundraising games (such as bingo) is managed by the Commercial Licensing Division. The Division also issues space permits for mobile homes.
