In January 1998, the Governor appointed the Wetlands Restoration Steering Committee by executive letter. The Committee charge was to make recommendations on how to accomplish the goal of the Governor's 1997 Wetlands Restoration Initiative: restoring 60,000 acres of wetland in Maryland lost to sprawl development.

After making its initial recommendations to the Governor in fall 1999, the Steering Committee implemented several short-term projects to benefit wetlands restoration. These included establishing a tracking and reporting system; outreach to corporate sector to set up public/private partnerships; instituting "GREEN" recognition awards; using funds available through the federal Transportation Equity Act for the 21st Century (TEA-21); analyzing other funding sources; and undertaking extensive public outreach.

The Committee last met in the fall of 2002.
