The Task Force on the Loss of Supplemental Security Income (SSI) for Legal Immigrants in Maryland was authorized by letter of the Governor, dated November 22, 1996. The Task Force charge was to study how federal welfare reform legislation would affect legal immigrants who receive SSI benefits in Maryland. Among the federal laws considered were the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (P.L. 104-193), and the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (P.L. 104-208). These acts greatly restrict the availability of Supplemental Security Income, Food Stamps, family-based public assistance, and nonemergency Medicaid to immigrants residing legally in this country. The Task Force identified the individuals and groups most affected; evaluated the consequences of ending these benefits; and considered how the loss of benefits would affect charities, service providers, and local communities.

The Task Force issued its report in February 1997.
