STATE HIGHER EDUCATION LABOR RELATIONS BOARD

ORIGIN & FUNCTIONS


In July 2001, the State Higher Education Labor Relations Board was established (Chapter 341, Acts of 2001). The Board administers and enforces provisions of law concerned with collective bargaining for employees of State institutions of higher education. The work of the Board relates to the University System of Maryland, Morgan State University, St. Mary's College of Maryland, and Baltimore City Community College.

The Board may investigate and take appropriate action in response to complaints of unfair labor practices and lockouts. The Board also may establish procedures for, supervise the conduct of, and resolve disputes about elections for exclusive respresentatives (Code State Personnel and Pensions Article, sec. 3-2A-05).

Since 2006, the Executive Director has been appointed jointly by the State Higher Education Labor Relations Board, and the State Labor Relations Board.

Appointed by the Governor, the Board's five members serve six-year terms. The Governor also names the chair (Code State Personnel and Pensions Article, secs. 3-2A-01 through 3-2A-09).
