Advisory Committee on Transportation Goals, Benchmarks, and Indicators was authorized in October 2000 (Chapter 303, Acts of 2000). Committee advises Department on developing measurable, long-term transportation goals and intermediate benchmarks of progress towards those goals. Annually, Department submits a report on how these goals and benchmarks are being attained in implementation of Maryland Transportation Plan and Consolidated Transportation Program (Code Transportation Article, sec. 2-103.1). Advisory Committee, however, is only convened cyclicly when goals and benchmarks are evaluated for potential changes.

Last met in 2008; will reconvene in 2013.

Abolished on Oct. 1, 2005 (Chapter 114, Acts of 2005).

In Feb. 2005, Secretary of Transportation created Baltimore/Washington International (BWI) Airport Governance Study Group. Study Group was charged with analyzing whether Airport's current governance structure was most efficient. Study Group submitted its recommendations to Secretary in Nov. 2005.

BOARD OF REVIEW
Appeals from certain decisions of Secretary of Transportation or of any agency within Department were heard and determined by Board of Review.

Board consisted of seven members appointed to three-year terms by Governor with advice of Secretary of Transportation and Senate advice and consent (Code Transportation Article, secs. 2-501 through 2-506).

Authorization for Board was repealed in 2008 (Chapter 327, Acts of 2008).

BRIDGE & TUNNEL INSPECTION PEER REVIEW PANEL

Created by Secretary of Transportation, Bridge and Tunnel Inspection Peer Review Panel began its work in Oct. 2008 to review Maryland Transportation Authority's bridge and tunnel inspection procedures. Panel also was to identify best practices for bridge and tunnel inspections and recommend how to improve and enhance Maryland's bridge and tunnel inspection program.

On June 1, 2009, Panel submitted its report to Secretary of Transportation.

Cecil/Harford Bridges Work Group was convened in April 2006 by Executive Secretary of Maryland Transportation Authority. Work Group considered economic impact of tolls on Cecil County, and potential traffic congestion during planned repairs on Thomas J. Hatem Memorial Bridge which crosses Susquehanna River. Matters of public safety and economic development relating to location of toll plaza on Interstate 95 in Cecil County also were evaluated.

Recommendations of Work Group were reviewed by Maryland Transportation Authority.

CHESAPEAKE HIGHWAY ADVISORIES ROUTING TRAFFIC
Renamed Coordinated Highways Action Response Team late in 1999.

Under Maryland Transit Administration, Finance and Administration began as Corporate Services and Finance in 2000 to manage fiscal services, information technology, procurement, and personnel for Maryland Transit Administration. In Sept. 2003, it was restructured to include customer services, engineering, freight services, government relations, marketing, planning and statewide transit, safety, transit-oriented development and Smart Growth, and Washington area transit. In Jan. 2004, it further reformed as Finance and Administration to manage offices for contract administration; finance; information technology; marketing; and training. In April 2007, it was reorganized to oversee offices for finance; human resources; information technology; procurement; research and analysis; training; and treasury.

In Feb. 2011, functions were dispersed to other agencies.

OPERATIONS
Under Maryland Transit Administration, Operations originated as Transit Operations Division in 1983. Division reorganized as Office of Transit Operations in 1993, Transit Operations in 2000, and as Operations in March 2007.

Operations oversaw transportation maintenance as well as planning and scheduling; and paratransit services for Bus, Light Rail, Maryland Rail Commuter (MARC) Passenger Service, and Metro. In 2004, it became responsible for implementing NEXT System, an advanced technology system that uses global positioning and wireless technology to pinpoint movement of buses and trains.

In Feb. 2011, most of its functions transferred to Core Services.

PLANNING & ENGINEERING
Under Maryland Transit Administration, Planning and Engineering formed as Planning and Policy in Jan. 2004 to oversee offices for Customer Information; Engineering and Construction; Planning and Scheduling; Planning and Transit Development; and Washington Area Transit. Restructuring in April 2007 also made it responsible for six offices: Communications and Marketing; Customer Information; Engineering; External Affairs; Planning and Programming; and Service Development. In Dec. 2009, Office of Local Transit Support was added.

Abolished in Feb. 2011; functions dispersed to other agencies.

Under State Highway Administration, renamed Planning, Engineering, Real Estate, and Environment in July 2008.

PLANNING & ENVIRONMENT
Under Port Administration, Planning and Environment originated in 1995 as Planning and Business Development, and reformed as Planning and Environment in 2003. This division was responsible for Harbor Development, and Planning. In 2007, those units began reporting directly to Deputy Executive Director.

Abolished in Oct. 2005 (Chapter 114, Acts of 2005).

Formerly under Office of Engineering, Procurement, and Emergency Services. Restructured as Office of Procurement under Administration in Aug. 2007.

In Dec. 2004, Secretary of Transportation created Task Force on Traffic Capacity Across the Chesapeake Bay. Task Force examined options for reducing traffic congestion on Bay Bridge, which is projected to increase by 40 percent over the next twenty years.

Task Force reported its recommendations to Secretary in July 2006.

Transit Funding Study Steering Committee organized in July 2006 (Chapter 443, Acts of 2006). Committee was charged with providing guidance and direction to Department in producing two studies. First study analyzed what funding is needed for transit in Maryland over next twenty years, both capital and operational funding needs. Second study reviewed how transit services are funded nationwide, including state, regional and local strategies, and funding for cities with large transit systems. Revenue sources not currently used in Maryland also were evaluated.

Of Committee's eight members, three were appointed by Senate President, three were appointed by House Speaker, and two served ex officio.

Report submitted in Dec. 2006; final report submitted in Jan. 2007.
